St Peter Port sites earmarked for more than 600 new homes

More than 600 homes could be built across two sites in the north of St Peter Port, and road widening schemes and speed limit reductions might be needed to cope with the extra traffic.

Two draft development frameworks have been published, which aim to show how the sites could be developed. Due to the scale of the plans a 725-page traffic impact assessment has also been published.

One is the 8.5 hectares site which includes the College of Further Education Coutanchez site, the land behind it and the former tobacco factory. It estimated this could yield between 376 and 527 homes.

The other site is the 1.6 hectares field between Pitronnerie Road and La Vrangue.

It is estimated up to 60 homes could built in a high density fashion on the site. An earlier framework for the same site had estimated between 48 and 88 homes could be created there. Alongside these documents a traffic impact assessment was drawn up. It noted that in the roads around the sites there had been 141 traffic collisions between 2019-2023. While the majority of these were damage only, there were two serious crashes and one fatality.

The areas with biggest problems were Route Des Coutanchez, with 16 incidents, followed by La Vrangue with 15 and Les Banques with 14. However, these collisions were not linked with problems in the local highway network.

The report suggested access to the Pitronnerie Road field would be via a staggered priority junction with the road and La Garenne.

It was recommended the primary access to the La Vrangue site should be from the existing CFE access to the east, with at least one secondary access from the west, either off La Vrangue or La Ramee.

It was also suggested that an east/west link road connecting the La Vrangue site’s eastern and western accesses should be explored, as well as improvements to the bus stops on Pitronnerie Road and Rue Thomas, and widening Rue Thomas to better cope with two-way vehicle flows.

Cutting the speed limit on Route des Coutanchez from 35mph to 25mph about 75m north of the CFE access is also proposed.

Junction improvement schemes have been identified at Le Bouet traffic lights, Pitronnerie Road and Rue Thomas and Rue Thomas and La Vrangue.

The Development & Planning Authority is now inviting comments on the frameworks, and traffic impact assessment.
