A public meeting is being held on Wednesday to outline the idea.
A consultation process has been taking place over the last few months and among those included
have been Guernsey Harbours, Sea Fisheries, St Peter Port constables and Herm Island.
Herm finance director Andrew Bailey said they were in favour of the designation.
'From our point of view this is a beautiful environment and this is protecting an area of huge natural beauty,' he said.
'It is still early days, but there do not seem to be any downsides.'
