The Sarnians needed to win their four-team play-off group in Aldershot in order to move from Division Three South to Division Two, but fell just short.
In the end, they finished as runners-up behind Weston Park Blades, who retain their place in Division Two for the 2014-15 campaign.
Panthers won their games against both Swan Centre and Brize Jets, but it was their morning opener that cost them promotion.
Weston Park won the clash emphatically between the pair 34-17 and it was then out of the Panthers' hands.
