After a delayed start, Vanuatu made 127 for seven from their 26 overs with Matt Stokes, Dave Hooper and Tom Kirk all taking two wickets apiece.
In reply, Guernsey reached 105 for six in 21 overs before the umpires took the players off as the rain got heavier and they were unable to return to the field with Guernsey five runs ahead of the Duckworth-Lewis par score at the time.
Nigeria beat Tanzania in the other completed game on day one while Jersey's match with Oman had to be abandoned.
