As part of its tender proposal, it has promised a number of changes, including new buses, enhanced online information and improved terms and conditions for staff.
Four companies initially submitted 12 bids as part of the process, and in mid-December Environment announced it was reviewing the 'best and final offers' of those remaining.
Dai Powell, CEO of HCT Group, said while the company was still in discussions with the States over the details, it would be able to implement some of the changes it had been unable to until now.
The new – free – bus service is due to start in April, on an initial five-year basis with the option to renew at the end of the third for up to 15 years.
Environment minister Yvonne Burford said the contract signing was expected to take place soon, once all clauses and schedules have been agreed.
