The biggest overhaul of the system in living memory is due to come into force in phases by 2025, and broadly – if all measures are adopted – does not increase the total amount of money people pay to the States.
But it would change how they are taxed, and Deputy St Pier said no one from everyone across society would not feel the impact.
Equally, no one in desperate need would be left to fend for themselves, he added.
'This is so embracing everyone in the community would be affected.
'There is no single group which would be specifically worse off. This is a transition and the most vulnerable are protected, and we will use our resources to protect the most vulnerable. Deputies need to remember that short-term priorities do not stop long-term challenges.'
