New legislation has seen an overhaul of the system and the change comes with the tag line 'Work first, benefits second'.
All those currently on supplementary benefit are being assessed for their ability to work, with more than 100 people now referred to the Job Centre.
Social Security minister Allister Langlois said the move was happening at a time when the island was not swept up in a rise of unemployment and laying the groundwork of such a system during these times would pay dividends in the future.
A culture change was evident, he added.
'It is still our belief there are more jobs than people,' he said.
'All the board members are very pleased with the progress. We have seen a change in the focus when they come in. It is "I must get them some work", rather than, "How much does the benefits system entitle them to?".
'We are doing this at a time of really low unemployment. If it rises, this will help to mitigate that rise and we will be well-equipped to deal with it.'
