Public Services has submitted a revised planning application for the changes to pedestrian safety arrangements, needed because of the decisions to move the cruise tender drop-off point from the inter-island quay to the pier.
The department hopes the closure will be a one-off.
Some deputies went on Twitter to voice their dismay.
Deputy Mary Lowe said: 'Didn't need signs at the top of the harbour ramp, coaches at the ready and foot passengers walked into town', while Deputy Dave Jones commented: 'If this turns out to be a disaster the new harbour director will have to go.'
Moving the tender drop-off point is classed as port operations and therefore does not need planning permission.
