Former Environment minister Roger Domaille, pictured, has severely criticised the proposal, warning that cutting parking spaces could leave people isolated and increase parking problems.

Currently a minimum number of parking spaces must be created with new homes, based on the number of rooms.

But the new plan will instead sets a maximum number of spaces, in a bid to curtail the use of land for parking.

A minimum number of bicycle spaces would also be introduced.

The plan states that cutting car parking would reduce congestion and encourage sustainable transport use.
