It comes after what has been dubbed the worst year yet for fireworks being set off before or after Guy Fawkes Night.
Complainants have also said fireworks are at their loudest, and cheapest, ever, exacerbating the problem.
Environment & Infrastructure president Barry Brehaut, who has young children and a dog, said he had received more complaints than ever this year, and felt it was his duty to look into all of the options.
'I am really not trying to be a killjoy, but I do feel they should be very confined,' he said.
'I suggest we allow celebrations on 5 November and a wet weather day each year, which is allocated in case of poor weather on the actual night.'
Deputy Brehaut said he was looking into what the States can do, but thinks a two-day system would give people options, while not allowing the celebrations to go too far.
