Appeal victory lets Town office be used for admin

THE planning authority's refusal to grant change of use for a floor of office space in the former Le Lievre's building has been overturned on appeal.

The Fuller Group challenged a decision relating to a level of 1, High Street, St Peter Port, that has been empty for four years.

The usage was restricted to those providing financial or professional services to members of the public. The appellant wanted to be able to let the property for administration services only.

A Planning Appeals Tribunal concluded that having considered all matters including written submissions, points raised at the hearing, and a site visit, the Environment Department's decision to withhold planning permission could not be justified and the appeal should be allowed.

The panel said the main issue it had to consider was the effect that the development would have on the vitality and viability of the Town central area, having regard to the potential to generate activity and promote investment in the maintenance of buildings among other things.
