Committee proposes licensing framework for future digital tech

ECONOMIC Development is proposing a licensing arrangement which will keep Guernsey’s competitive edge when it comes to digital technology.

In a policy letter it is proposing developing and implementing a technology-neutral spectrum licensing framework.

This would assign spectrum to mobile operators, without specifying the technology, which will allow a more flexible approach as new technologies are developed.

The proposal comes as preparations are under way to introduce 5G mobile technology in the island.

The committee said the benefits offered by 5G and successive technologies would enable the deployment of new applications, services and products and be positive for the economy.

The committee's lead for digital, skills and entrepreneurship, Deputy Sasha Kazantseva-Miller, said delivering the next generation of digital infrastructure had been a strategic priority for her and her colleagues.

‘The implementation of 5G technology will be a key milestone in that work and will complete a significant amount of investment and policy development into Guernsey’s digital capability prioritised and delivered by the States of Guernsey this political term,’ she said.

‘5G is key to future-proofing our economy and enabling the level of on-the-go secure connectivity and bandwidth to power the data- and AI-hungry devices and apps of today and tomorrow.

'The Bailiwick will be well placed to harness this potential.

'The policy letter is seeking to create a framework for the regulator to license 5G and future technologies to be rolled out into the community.’

The new framework would be set up by the Guernsey Competition & Regulatory Authority.
