Environment plans to increase fuel duty by 5p a litre and to introduce new width and CO2 duties as it looks to fund improvements which would promote alternatives to vehicle use.

The department's long-awaited transport strategy also looks to introduce a free bus service, improve cycling and walking routes and lower speed limits around schools as part of its measures.

But the political board is split over the strategy, with an alternative vision proposed by Yvonne Burford and Barry Brehaut featuring the introduction of paid parking. They predict that this 60p an hour charge could generate £1.15m. a year.

In the main strategy report, Environment warned that a balance must be struck between incentives and penalties in a bid to get people out of their cars.
