The 150-year-old building has long been abandoned, with a new £2m. slaughterhouse handling the island's needs.
Announced in February as the preferred bidder, Randalls has been tight-lipped over its plans for the iconic site.
But now that they have been submitted to the Environment Department, light has been shed on what is a prime piece of real estate.
Two floors, a roof terrace and seating for 108 people are shown.
Some smaller outbuildings are to be demolished, but an extensive refurbishment will be carried out before it is reopened.
Anthony Bougourd, a director of AB Marine, which is based just up the road, welcomed the news.
