Harbour master defends appointing new manager

GUERNSEY Harbours has appointed another manager, as the harbour master Captain Chad Murray insists there are misconceptions over the number of senior roles.

It comes as deputies have expressed concerns over staff costs and the number of managerial positions within the authority.

Questions were recently asked in the States by Deputy Lester Queripel about the management layer within the harbours, claiming there were 20 employees with a position of authority supervising 50 staff.

Captain Murray said since 2013 the overall head count at Guernsey Harbours had reduced, and while there had been a change in the management structure, he said it had not resulted in any significant increase in the number of staff in management roles.

'There are fewer than 10, out of a total complement of 80 full-time equivalent staff.

'Some have a job title that includes the word manager or supervisor, to denote additional responsibilities, but it does not mean they are employed solely in a management capacity.

'The vast majority of these posts also involve specific operational duties, as part of providing 24/7 cover.'
