They have been introduced in the Italian town of Collecchio and Suzy Rose, from Better Firework Regulations for Guernsey, plans to speak to the States next year about the same happening here.
Mrs Rose said Bonfire Night this year was no worse than last, although she thought a wrong date and time for an event had been put online, meaning some were not prepared.
'A lot of people are trying to promote silent fireworks and have been sharing that online post,' Mrs Rose said.
Two years ago she met then Commerce and Employment minister Kevin Stewart, and States veterinary officer David Chamberlain, and the opt-in scheme, set up by the States, where the public can sign up and be informed of displays taking place, was discussed then.
At the time, the group called for firework displays to be restricted to two nights a year, with other displays needing permission from the parish.
However with debates such as secondary education taking up the States' time, Mrs Rose will wait until raising it again.
'It is not just animals, people get so distressed.'
