The Economic Development proposals mean that only the links to Gatwick and Alderney will be protected by a licensing regime.
Members voted 22 to 14 in favour of the policy, which had been criticised by both Aurigny and Blue Islands in recent days.
They had earlier rejected an amendment by Deputy Emily Yerby by 21 votes to 16 that would have also protected Southampton, Jersey and Manchester.
