Code of conduct complaint partially upheld against Deputy Graham
A CODE of conduct complaint against Deputy Richard Graham has been partially upheld.
The complaint was lodged this month by Brendan and Pamela Murphy, claiming that Deputy Graham had breached five sections of the code through the content and tone of emails sent to them.
Acting panel chairman, the Very Rev. John Guille, determined that there was prima facie evidence to support the complaint and established an investigation panel to consider the matter.
The panel met both the complainants and Deputy Graham.
After considering both written and verbal evidence it found that one part of the complaint was substantiated and that section nine of the code had been breached.
Section nine reads: 'Members shall at all times treat other Members, civil servants and members of the public with respect and courtesy and without malice, notwithstanding the disagreements on issues and policy which are a normal part of the political process.'
The investigation panel said that the breach of conduct was of a minor nature. It has therefore cautioned Deputy Graham.
Deputy Graham, who sits on Education, Sport & Culture and was a former member of Home Affairs, has accepted that caution and the matter is now closed.
