Island Development Plan reaches final public stage

The review of Guernsey’s planning blueprint, the Island Development Plan, has reached its final public feedback stage.

People can offer views on previous comments made, the responses of the Development & Planning Authority, and the revised proposals, before the deadline of 13 October. But no new matters can be raised.

‘We’re keen to press ahead with the focused review of the IDP as soon as possible to ensure that there is enough land allocated for the development of private housing, affordable housing and businesses,’ said DPA president Yvonne Burford.

‘Successfully reviewing the IDP depends on the input of islanders, and so we very much welcome their comments during this next stage of the process.’

Independent planning inspector Keith Holland has also encouraged people to get involved in this latest round of feedback as the final opportunity to engage before a formal planning inquiry starts.

He said that the DPA had proposed further changes in response to substantive points raised by islanders at previous stages of the process.

Mr Holland appreciated that many islanders had already invested a ‘considerable’ amount of time and effort in sharing their views to date, which he said had been ‘most informative’.

‘Nonetheless, it remains critical to engage in this final consultation so that we might move confidently towards the inquiry hearings, secure in the knowledge that we have received a wide and balanced range of viewpoints on which to base discussions.’

The DPA published proposed changes to the IDP last summer, and islanders were able to submit initial representations during June and July as part of the first stage of public feedback.

The DPA then responded to those representations in February this year as part of revised proposed changes, with the public then able to submit additional focused initial representations. The DPA responded to these in May.

After the consultation period has closed, a public hearing will take place, after which the independent inspector will produce a report making recommendations to the DPA. It will then be for the DPA to decide whether or not to propose any further changes, in light of the comments received and the inspector’s report, in its policy letter to the States.

The States will ultimately determine the final amendments to the plan.

Final representations must be made on or before 5pm on 13 October, either at gov.gg/IDPReview – where all comments from members of the public and the DPA can be read – or by using a paper form which is available from the website or from Edward T Wheadon House in Le Truchot.
