Expressions of interest are being sought for the Old Connaught site and for States-owned land at Le Val. Each site could meet a different housing need on the island.
The process is intended to test the market and does not commit the States to going ahead with either development.
‘Housing remains one of the key issues facing Alderney and we need to look at a range of options if we are to increase the type and number of homes available,’ said Housing Working Group chairman Iain MacFarlane.
‘Old Connaught could provide much-needed additional housing while bringing an important but deteriorating States asset back into use, while Le Val provides an opportunity to consider how we meet the growing need for supported and independent living.’
Alderney has a limited supply of affordable housing, as well as demand for homes for key workers and full-time working residents. Its ageing population is also expected to increase the need for supported and independent living accommodation.
A condition survey this year highlighted the cost of restoring and maintaining the old Connaught building, which has stood unused for a number of years and needs investment.
The States wants to hear from developers and investors interested in a residential-led redevelopment, either through a long lease or by buying the site. Any scheme would have to keep and sensitively restore the listed main building, which forms an important part of the square and the St Anne Conservation Area.
At Le Val, the States is looking for a partner to develop and run the field next to the Jubilee and Connaught care facilities. It bought the land last year to support health and social care provision.
The partner would first work with the States and existing care providers to assess current and future need. They would then look at the feasibility, design and operating model of a potential development, which could range from independent living with minimal support to more supported care.
Mr MacFarlane said no decision had been taken on either site. Responses will be assessed before any recommendation is made on whether to take either project further.
The deadline for responses is 4 December. Details are available on the Supply Guernsey procurement portal.
