Roadworks policies review after a week of traffic chaos

Traffic & Highway Services is to review its roadworks policies after a week of traffic chaos caused by closures during the half-term holiday.

St Sampson’s has been particularly badly hit, with La Route des Capelles and Route Militaire closed at the same time. Other closures around the island have included Route de la Charruee, Les Baissieres, Les Ozouets and Bailiff’s Cross Road.

Guernsey Electricity said its work at the junction of the Saltpans, Les Sauvagees and Route Militaire began on Monday and was progressing as planned.

‘We expect to complete this phase of the project by mid-November, with works in Route Militaire continuing to mid-December,’ said a spokesman.

Laura Oxburgh, head of on-island travel and transport implementation, said most of the island’s electricity, water, gas and broadband networks ran under its roads. She said there were already policies to limit roadworks at key times and places, such as in Town and the Bridge at Christmas.

These included avoiding digging up sections of road soon after a previous closure and, wherever possible, not approving works near schools during term time.

‘However, we do still need to allow contractors and major utilities to carry out repairs and deliver improved infrastructure to homes and businesses, which is what we’re seeing during this half-term,’ she said.

‘Where possible, we work with utilities and contractors to coordinate maintenance and infrastructure works so that more than one team can work in the road at the same time, limiting the need for future closures.

‘Sometimes, like with emergency closures, this is unavoidable.’

Ms Oxburgh said the policies would now be reviewed.

‘We have to find the balance between allowing enough roadworks to take place so that improvements and repairs can be carried out, while keeping the island moving,’ she said.

‘We’re going to be reviewing our roadworks policies to see whether we’ve got this balance right or whether there are improvements we can make.’
