Exploring fixed penalty notices for possession of less than a gram of cannabis has been suggested in the Home Department's Drug and Alcohol Strategy for 2015-2020.
Under the strategy, a range of new measures are to be looked at in an attempt to tackle on-island substance abuse and reduce drug and alcohol-related offending and anti-social behaviour.
John Gollop, who took part in the Walk For Weed protest in February, said many people supported that view.
'Lots of young men and women have come up to me personally and said cannabis should be legal, so there is a massive call for it on the island,' he said.
'I am sure the Home Department's strategy won't achieve that though, because cannabis is seen as a harmful drug by a large amount of people.
'I think fixed penalties would be a good thing. It's time to focus on education and less on punishment.'
