The States of Alderney Island Plan sets out a range of themes and goals that it said would be progressed to fruition through working with groups and key individuals.
Ideas include turning the island into a test bed for green initiatives and developing tidal and solar power.
‘As a “living document”, it will be revised to accommodate changes with progress reviewed and reported every six months,’ said lead author, States of Alderney Policy & Finance deputy chairman Ian Carter.
‘This will enable islanders to have the opportunity for ongoing community engagement and input into what is expected to be a sustainable framework for action over the coming years. Simply put, it is a roadmap to focus time and resources effectively.’
The Civil Service, General Services committee, Building Development Control committee and Policy & Finance committee will oversee the day-to-day work of each aspect assigned to them under the plan.
The 24-page document – supported by a single page summary – identifies 16 ‘drivers for change’ from operational effectiveness and job creation to health provision and synergy with Guernsey. It covers six key themes of economy, energy, accessibility and connectivity, community development, environment and governance, with goals and action plans set out under each theme.
The plan also calls for the development of an energy policy for the island this year.
It also talks about reducing energy costs for individuals and organisations, developing the use of tidal and solar energy with associated storage technologies to reduce Alderney’s dependence on fossil fuels.
The document included proposals to develop Alderney as a test bed for ‘clean and green’ based initiatives while conserving the island’s character. That included reviewing the current position regarding energy production, energy use, waste production and income generation initiatives. Success criteria include clarity on what ‘clean and green’ looks like, reduction in waste sent off-island, a reduction in use of fossil fuels, and increase in green enterprises.
The timing for activity in this area was given as between 2022-2030.
Putting a ‘one-stop shop’ for access to business advice and guidance for those wishing to locate to Alderney was also set out in the plan, including developing a strategy to reduce barriers. The time line was given as between 2022-2024.
Increasing the number of on-island and online apprenticeships, as well as develop relationships with further and higher education institutions in Guernsey, the UK and further afield, was also set out with work in this area being undertaken this year and into 2023.
The plan was drawn up by a working group after community consultation – and the States of Alderney said it reflected what residents, businesses and members currently thought was important to focus on over the coming years.
