P&R ready to trust HSC and ESC to new deputies

Three of the States’ seven principal committees look set be led by newcomers to politics.

Policy & Resources president Lindsay de Sausmarez told States members yesterday that she would nominate teacher Paul Montague for the presidency of Education, Sport & Culture, retired doctor George Oswald to lead Health & Social Care, and former Guernsey Housing Association chief executive Steve Williams to head the new Housing Committee.

Other deputies are free to propose alternative candidates for those roles at today's States meeting, but that now seems less likely after several potential nominees’ dropped their interest in ESC and Housing and Marc Leadbeater, who had said he would stand for the presidency of HSC, accepted a surprise offer from Deputy de Sausmarez to put him forward to lead the Home Affairs Committee instead.

There will be a contested election for the presidency of Home Affairs after at least one of the potential alternative candidates, Jayne Ozanne, confirmed speculation that she would stand.

‘I am keen to give a fresh vision and alternative approach to how we view Home Affairs,’ she said.

As expected, P&R decided that Deputy de Sausmarez would nominate Tina Bury for the presidency of Employment & Social Security and Adrian Gabriel to lead Environment & Infrastructure.

Sasha Kazantseva-Miller has secured P&R’s backing to lead the final principal committee, Economic Development, and she may also face an uncontested election after Marc Laine stepped out of the race.

‘While I continue to believe I would have brought strong leadership to the position, I recognise the importance of P&R having the candidate it is prepared to back, and for that reason I have decided not to put myself forward for the role of president of Economic Development,’ he said.

Outside of the principal committees, Deputy de Sausmarez will nominate candidates for the presidency of four other committees – Yvonne Burford at the Development & Planning Authority, Mark Helyar at the States’ Trading Supervisory Board, Jennifer Strachan at the Overseas Aid & Development Commission, and John Gollop at the Transport Licensing Authority.

She will not nominate candidates for the presidencies of the States Assembly & Constitution Committee or Scrutiny Management Committee.
