And it intends to build States houses for the first time in a generation to help to push those numbers, alongside projects being pursued by the Guernsey Housing Association.
‘Delivery really is our key priority and our focus,’ said Housing president Steve Williams.
‘It’s become apparent that we can only hope to meet the island’s long-term housing needs by supplementing existing development from private developers and the GHA with the States’ own programme of building.
‘This plan lays the groundwork for a long-term development programme. Resolving the housing crisis is about addressing existing need and projected future need.
‘Housing takes time and we need to ensure that, in the future, housing is ready when it is needed, so we are putting forward a long-term programme of development.’
The committee will be going to the States to agree funding in the next few months, but really needs the tax reform debate to have been settled by that point.
It has also published an outline Housing Delivery Plan, which looks further ahead, with the view of creating about 500 affordable homes by 2030 across more than 20 sites.
It also has a range of actions proposed, specifically for government, to stimulate the development of additional homes and to provide a coordinated development pipeline.
Sites already being built include 70 homes at Court Falaise in La Charroterie, 15 flats at the Oberlands, and nearly 70 affordable homes near the Mallard.
But beyond affordable housing, the committee said it wants to understand why some developments are not progressing more quickly and it to see what barriers might be removed – by the end of 2025 there was planning permission active for more than 1,100 homes.
