The forecasts and assumptions behind next year’s Budget will be put under the microscope when Policy & Resources faces a public hearing on Monday.

The Scrutiny Management Committee will question the committee on the 2027 Budget in the Castel Douzaine Room from 2pm to 4pm.

The panel will be chaired by Deputy Andy Sloan and will also include the Scrutiny Committee’s non-States member Mark Le Page and Public Accounts Sub-Committee member Advocate Peter Harwood.

‘The picture presented of Guernsey’s public finances has changed remarkably in the space of just 12 months,’ said Deputy Sloan.

‘Figures and forecasts that were previously presented with considerable certainty have undergone substantial revision, while the accompanying narrative has shifted almost as quickly.’

He said the hearing was a chance to look beyond the headline figures, understand what was driving the growth in spending, and ‘distinguish unavoidable cost pressures from policy choices, and assess how robust the underlying forecasts are’.

‘This is not about prejudging the Budget or challenging expenditure for its own sake,’ he said.

‘It is about ensuring that the Assembly and the public can have confidence in the financial evidence underpinning important decisions. Given the backdrop of tax reform, it is more important than ever that we establish a common understanding of the facts.’

The hearing is a formal parliamentary proceeding, so islanders are welcome to attend and observe but cannot ask questions or comment while it is in progress.

It will also be streamed live on YouTube.
