They are on the four-strong shortlist along with Jersey netballer Lauren Devine and and Caesarean archer Lucy O'Sullivan.
Commonwealth Games cyclist Horton won the 2013 award and enjoyed arguably a more successful season the following year when he sprinted to his first ever race victory in the Pearl Izumi Tour Series in Canary Wharf and then just three days later won the prestigious Jupiter London Nocturne race.
Guernsey's fastest ever swimmer Munro became the first CI athlete to win a medal at the Youth Olympics as he helped Great Britain to gold in the 4x100m freestyle relay in Nanjing. He was also part of the GB quartet who topped the podium in the same event at the European Junior Championships in Holland, where he also broke the British junior 50m freestyle record.
Netballer Devine captained Jersey's Team Jets to a first ever promotion to Premier Division 3 in May as the islanders went through a full season unbeaten in South-West Regional 1.
O'Sullivan was part of the British trio that won a shock silver medal in the team event at the European Championships in Armenia. On her full return to the World Cup circuit O'Sullivan was the top ranked British woman in Shanghai, while Britain finished sixth in the team event.

In the NatWest Rising Star category, Guernsey is represented by professional footballer James Hamon and GB youth sailor Clementine Thompson. They are joined by Jersey cricketer Jonty Jenner and England Saxons rugby player Will Kaye.
The Ravenscroft Coach of the Year Award 2014 has a particularly strong shortlist comprising Guernsey men's hockey coach Andy Whalley, Jersey's Team Jets coach Linda Andrews, Jersey gymnastics coach Tory De Mond and Jersey cricket's Lee Meloy.
The Providence Team of the Year Award shortlist includes Guernsey Men's Hockey, Jersey Commonwealth Full-Bore team, Jersey Under-19 Cricket and Jersey's Team Jets.
Also to be awarded on the night will be the Michael Lucas Sporting Hero Award.
The awards will be presented live on ITV Channel Television during two special programmes at 7.30pm and 10.30pm on Thursday 29 January 2015 at The Hotel de France in Jersey.
