A group of doctors have put together the application, which was rejected earlier this year as they had not proved the site could not continue as a viable hotel.
Sarah Griffith believed so strongly in the idea that she launched a petition to show the planners how many islanders were behind the scheme.
More than 5,100 people signed hard copies of the petition and a further 1,100 signed it online.
'I'm really pleased with the total,' Ms Griffith said. 'I think this is a really good percentage of the voting population. I hope it will make a difference.'
