The document, produced by planners, will be subject to consultation before a final framework is agreed.
In the draft, planners said the exact number of units on site would depend on the detailed design, including appropriate amenity space, parking and the consideration of residential amenity.
‘This may result in an acceptable development of more, or less, than 10 units on the site,’ it said.
The Guelles Road property in St Peter Port, which is near to Amherst School, has a long planning history.
Current planning permission, which expires on 16 June 2018, was granted under previous policies in the Urban Area Plan, prior to the adoption of the Island Development Plan.
This granted approval for the conversion of the hotel into nine flats, including demolition of part of the building.
The framework can be accessed via the States of Guernsey website at www.gov.gg/planningpolicy or copies are available to view at the Planning Service reception at Sir Charles Frossard House. All responses and comments should be received by 5pm on Monday 4 December.
