Bulwer Avenue remains closed in both directions.
Fire & Rescue officers have said the fire is under control for now but could reignite because of the nature of the flames.
Public Health has issued advice to anyone affected by the smoke: 'We believe the smoke, whilst acrid, does not contain chemicals. Anyone near the area or affected by the plume of smoke over their properties should stay inside and close all doors and windows. We are aware that islanders will be able to smell the smoke and with the plume continuing to dissipate to the east, expect this to reduce considerably over the next few hours.’
The smoke has began to settle lower down as it becomes more diluted. There have been reports from people in St Martin's who could smell the fumes.
'We do have testing equipment on Bulwer Avenue, but knowing the materials involved there are certain parameters we are not testing for,' said Environmental and Pollution Regulation director Tobin Cook.
'We know the smoke is from plastic, metal and hydrocarbons. We are advising people with respiratory problems such as asthma to keep away from the smoke, to close their windows.'
Smoke has been seen billowing out of the facility since just after 9am. The emergency service was dispatched following multiple 999 calls from the public.
Civil Protection is assisting and paramedics are at the scene.
The fire can be seen as far away as Jersey, Alderney, Sark and Herm.
