Home Affairs is proposing new rules for Bailiwick residents who want to come for education, training or work.

St Peter Port South deputy Dawn Tindall, backed by Alderney representative Alex Snowden, wants to change them to allow Sark and Alderney residents to obtain a discretionary resident employment permit in Guernsey without having first secured employment. They have two other alternatives should that be lost designed to add some certainty over what happens after five years.

Following debate on the Population Management Law in March 2017, Home Affairs was directed to bring a policy letter on how it would treat children born in Alderney or Sark, and those taken to those islands as minors, who wished to move to Guernsey.

The proposed new regime includes a stipulation that an individual must have eight consecutive years’ residence in the Bailiwick immediately prior to application. They must also have been a resident in the Bailiwick as a minor in the household of their parent and in the case of employment-related policies, be or have been under 29 years of age when they first relocate to Guernsey.

The proposals placed by Home Affairs are due to be debated by the States next week.
