Seven people had lodged complaints with the code of conduct panel and Deputy Le Tissier made a self-referral.
On Wednesday he was suspended from all States duties for one year, without pay.
Dr Carr was one of the complainants to register their offence at Mr Le Tissier’s anonymous social media posts, which attacked people who were not ‘local’ and were disparaging to women.
‘His apology was made in the States and included the words: “I am sorry if my careless use of social media has upset or offended” – the word “if” should be “that”,’ said Dr Carr.
‘He should be personally apologising to me and everyone else. How sincere can his apology be when he has not contacted me or any of the complainants involved?
‘He obviously has my Twitter name, and my email address is easy to find but, in all this time, he has not personally apologised.
‘Does he think I will be tuning in to listen to the States debate and accept an apology made there?’
Coincidentally, Dr Carr is in Guernsey this week visiting relatives but she did not listen to the States debate on Wednesday.
She said her affection for Guernsey has not been dented by the experience. ‘My family came to Guernsey as refugees in 1680. A politician who behaved badly in 2021 is not going to faze me.’
Another complainant, Sarah Griffith, had called for Deputy Le Tissier’s expulsion from the States but said she felt ‘justice had been done’.
‘When the panel asked me what I believed was the right course of action, I believed expulsion was right. However, due process has taken its course and I support the vote in the States to remove him for a year.’
Deputy Le Tissier did not respond to Guernsey Press efforts to contact him.
He did indicate in his speech to the States on Wednesday that he wanted to stay in the background of government and continue to do constituency work as a deputy, especially for the Vale parish.
He told BBC Guernsey that he had listened to advice from colleagues not to resign over the incident. And he apologised on air to Dr Carr, among others, on Friday morning.
