The commercial complex close to Frossard House was home to Best Food Hall until 2006. It is now home to a beauty business and a flooring shop. But the planning application states that the complex is underutilised and there are better ways to make more effective and efficient use of the prime location.
The 0.3 hectares site is in a steep valley, with terraced gardens. It falls just within the St Peter Port main centre outer boundary, one of the areas where new housing can be created. The boundary line runs along the southern edge of Ruettes Brayes and Colborne Road.
The design statement said that the three existing buildings made a limited contribution to the character of the area and were incongruous with the surroundings.
‘The demolition of the existing buildings would allow for high-quality replacement buildings to be built and this would make a positive contribution to the character and appearance of the area,’ the statement said.
The new homes would be built in two blocks. Block A, on the roadside, would be four storeys. There would be 16 flats, with a mixture of one- and two-bed apartments.
Behind the first floor would be 28 underground parking spaces.
Block B would be set back in the site, with three storeys. Each floor would have four two-bed flats.
The flats would have balconies overlooking the valley.
There would be 52 cycle parking spaces on the site.
