IDP public hearing planned for eight days in January

Eight days have been set aside for the public hearing into the review of the Island Development Plan early next year.

It will run from Tuesday 13 to Friday 23 January and will provide the opportunity for people who have made representations on the plan review to speak.

Independent planning inspector Keith Holland will chair the hearing and has invited a number of representors to make their case directly to him. Those who have not been invited but would still like to speak will also have an opportunity if they wish.

Following the hearing, recommendations will be made to the Development & Planning Authority which will then decide if it will put forward any additional changes in its report to the States. It will be States members who make the final decision on any amendments.

DPA president Neil Inder thanked all those who had commented on the plan review so far.

‘I want to be clear, nothing has been decided yet,’ he said. ‘These are still proposals at this stage. We look forward to this continuing to move ahead through the public hearing and beyond.’

Each day is scheduled to run from 10am to 4pm, and the opening days of the hearing will, after statements from Mr Holland and Deputy Inder, focus on two groups of invited representors.

Some of these will be on behalf of States committees, while the Guernsey Construction Forum, Guernsey Housing Association, La Societe, Chamber of Commerce and the Guernsey Building Trades Association will also be invited to speak as well as a number of private individuals.

The second four days will look at sites specific to parishes and environmental issues.

It has been pointed out that the inspector will, in the first instance, be looking at the merits for the development of sites proposed by the DPA.

But if he determines that there is a need for additional or different sites to be allocated, he will take into account alternatives that were proposed in the representations.

‘Accordingly, not all sites will be the subject of discussion at the hearing sessions,’ said the agenda.

‘However, the inspector will decide upon which sites he wishes to receive oral submissions based upon those selected to participate at the relevant hearing sessions.’
