Demand for healthcare services remains high

However the number of new outpatient referrals dropped from 22,605 in 2024 to 20,500 last year.

Main theatre procedures increased, with 4,988 procedures completed, up from 4,666 in 2024.

‘This report shows that demand for healthcare services remains high, reflecting both the needs of our growing and ageing population and the increasing range of treatments that modern medicine can provide,’ said HSC president George Oswald.

‘Despite those pressures, there have been some encouraging improvements during the year.

‘In 2025, inpatient admissions and theatre procedures increased, and outpatient appointments were at a broadly similar level, while new referrals decreased by 9%.’

HSC continued to operate in a challenging recruitment environment, particularly for specialist and hard‑to‑fill roles across health and care services.

National and international workforce shortages in these areas, combined with ongoing key worker accommodation pressures within Guernsey, have continued to influence local recruitment.

Positive recruitment progress was made last year despite the pressures with most acute areas now fully staffed.

Reliance on agency and locum staff has reduced, but recruitment challenges remain.

The MSG has experienced the same recruitment challenges and is exploring innovative recruitment strategies.

It is also keen to promote local talent by encouraging local students to pursue careers in healthcare and maintain links with the Bailiwick, such as through its Taste of Medicine programme, bursary scheme, and the Guernsey Medic Network.
