The role has been vacant since the end of November, after Dr Melissa McCullough announced that she was stepping down with immediate effect. Any complaints made during that time were put on hold until a new commissioner was appointed.
While the States Assembly & Constitution Committee reviews its code of conduct process, retired architect Andrew Ozanne, pictured, will stand in as commissioner.
‘Andrew Ozanne brings a great deal of relevant experience in adjudication, complaints handling, and professional discipline,’ said Sacc president Deputy Sarah Hansmann Rouxel.
‘The committee was unanimous in its decision to make this interim appointment.’
Dr McCullough sent her resignation letter to SACC immediately after the States voted to ignore the commissioner’s recommendation and to not suspend Gavin St Pier following a complaint about his conduct. She had proposed that he be suspended from the States for 30 days. She was appointed pan-island commissioner for standards in 2023, and continues to serve Alderney.
Mr Ozanne recently served as president of the Guernsey Bar Council’s Chambre de Discipline, presiding over professional disciplinary complaints.
He is a registered adjudicator and mediator and in 2021 he received the OBE for services to law enforcement and health within the Bailiwick.
He has been involved in various complaints processes and contributed to government through service as a non-States member. His professional background includes governance across public, charitable, and third-sector bodies.
