Signs of the times as lines staff costs rise 82% over five years

Staffing costs of the States Signs and Lines team have escalated by 82% to more than £400,000 over the past five years, the States has revealed.

A team of six, including a supervisor and a team leader, had a total cost, including overtime, on-call payments, employer social security and pensions contributions, of £222,918 in 2021. By last year that had climbed to £407,966 with the level of staffing more or less consistent over the period.

States Works said that this included not just pay costs but also associated management and administration support costs.

The team’s operating costs over the same period rose from £400,000 in 2021 to just over £550,000 in 2024, before falling back to £513,792 last year.

Its work is carried out under a service level agreement with the Traffic & Highways section of the Committee for the Environment & Infrastructure, and includes routine maintenance of line markings on public highways including centre lines, filters and bus stops; the installation of temporary road signage including diversion signs; the installation of temporary crowd barriers for special events; maintenance of fixed road signs; and its members are part of a 24-7/365 day emergency response team.

It also engages in some private line marking work to maintain full programmes of work. The team inspects more than 10,000 road markings on the public highway network each year, and typically 20% of them need repainting every year.

A contractual clause is that all road markings that need attention after a visual inspection should be repainted or re-marked by the end of the calendar year, subject to weather constraints and demands on the signs side of the operation.

Three complaints have been received in the past 12 months about signs and lines.
