Christopher Harvey, 39, of Les Canichers, St Peter Port, admitted three counts of possessing the class C rated substances which were found at his former home.
Two of the charges pertained to vials of testosterone with a total weight of 9.29g, while the other involved 31 oxymetholone tablets.
Harvey told the court that he had previously used the drugs for body building but no longer did.
They were in his belongings when he moved to Guernsey and he said possessing them was not illegal in the UK.
He admitted that he should have checked the position before bringing them to the island.
He had a relevant previous matter on his record from the UK in 2010.
Deputy Judge Graeme McKerrell fined him £700 for each offence, giving a total penalty of £2,100.
