Delegates from countries including Kenya, Pakistan, Jamaica, Sri Lanka and Australia put their debating and scrutiny skills to the test alongside current and former States deputies, re-examining the island’s rejected proposals to require three vacancies before a by-election could be triggered.

The exercise formed part of the Commonwealth Parliamentary Association’s five-day Advanced Parliamentary Development Residency course, being held in the Channel Islands for the first time. It aims to strengthen parliamentary skills through practical exercises, sharing of experiences between jurisdictions, and learning from one another.

Today, the delegates are in Sark exploring its community and the challenges of democracy in a small island.

Tomorrow they will complete a committee scrutiny exercise before leaving the island at the weekend.
