Anthony McMahon was born with abnormal hip joints and short legs.
The severity of his condition meant he was faced with having both legs amputated, with prosthetic legs used to improve his mobility.
However, when he was two, Anthony become the first person in the UK to have a 'super-hip and knee' operation to reconstruct his right leg, by a world-renowned American doctor. It was paid for by HSSD.
Now, six years on, his parents Ian McMahon and Kerry Croxton are still fighting to get the same surgery performed on his left limb.
Health and Social Services said the case had been 'extensively' examined by the department and was examined on two separate occasions by the individual funding review panel.
But it said the funding request was declined on the basis that the procedure was unproven, and clinically was not the best treatment for the second limb.
