Sir Richard Collas, pictured, expressed his sympathy to Mme Sylvie Bermann following the deadly terror attacks in Paris on Friday.
He also sent similar letters to the Mayor of Paris, the Président du Conseil de la Région Basse-Normandie and the Président du Conseil Général de La Manche.
'I was appalled that your captial city should again be subjected to such a shameful and despicable attack on the liberty and freedom of its people.
'Such actions, allegedly in the name of religion or religious ideals, are attacks on democratic peoples everywhere, we must – and will – all stand together in the fight against extremism and terrorism.'
