With less than 10 minutes to go, Jarell Quansah completed the turnaround for the Young Lions who will now face first-time finalists Israel on Friday after they upset France in Tuesday's other last four clash.
England have already beaten Israel in the group stage with Scott, who has been linked with a move to a host of Premier League clubs since breaking through in the Championship, playing the full 90 minutes in a 1-0 win.
The 18-year-old former St Martin's and Guernsey FC midfielder is following in the footsteps of the likes of Paul Scholes, Harry Kane, and Phil Foden, who are among the England stars to have featured in previous years.

It will be England's fourth final since the tournament switched from an U18 to U19 competition in 2002, with a squad including Chelsea's Mason Mount lifting the trophy for the first time with victory over Portugal in 2017.
Both of this summer's finalists, as well as beaten semi-finalists France and Italy, and play-off victors Slovakia, have also qualified for the U-20 World Cup in Indonesia next year.
Friday's final kicks off at 7pm BST and can be watched live online via BBC Sport
