The process was launched following concerns about States proposals for new affordable housing sites under the Island Development Plan Review in 2024.
St Martin’s Community Plan Committee chairman Graham Winn said the St Martin's plan reflected the passion and priorities of the parish.
‘It is not just about housing, it’s about our quality of life, our green spaces, and our community identity,’ he said.
‘We encourage all parishioners to take part in this consultation so that the final plan truly represents the voice of St Martin’s.’
He added that parishioners felt strongly that a coordinated, community-led voice was needed.
Since then, more than 200 suggestions had been submitted and commented on, with over 7% of the adult population of the parish contributing their views – 10 times the average response to similar UK consultations.
‘While it responds to the need for more housing and development in the parish, the process has brought out a far more wide-ranging set of proposals that have been put forward and supported by the community in general,’ said Mr Winn.
‘This goes to show the level of interest and enthusiasm that the residents of the parish and our business community have for the continued success of our parish and its community.’
The draft plan includes proposals to enhance community facilities and green spaces, including the creation of a 'Heart of the Community Park' behind the community centre and close to the school.
It also identifies 11 potential sites for housing and mixed-use development, with emphasis on affordable and retirement housing.
Suggested housing sites include a number of derelict hotels, including St Martin’s, St Margaret’s Lodge and Idlerocks, and the current sites of Manor Stores and Motormall.
Other suggestions include improving footpaths and crossings and introducing extra traffic filters in the hope of making the parish safer and more accessible for pedestrians and cyclists.
The St Martin’s Community Plan could become supplementary planning guidance under the Island Development Plan, with a direct influence on future development.
